Deadlines for relying parties (2026–2027)

Not sure which duty applies to you? Take the two-minute check.

  • Stated means the date appears in the legal text.
  • Calculated means we derived it from a period in the text (“within 24 months of…”) and the publication date in the Official Journal. Calculated dates are our reading. The Regulation does not print them.
  • An implementing regulation “shall enter into force on the twentieth day following that of its publication”. We count the day after publication as day one.

The sectors covered by Article 5f(2) are transport, energy, banking and financial services, social security, health, drinking water, postal services, digital infrastructure, education and telecommunications.

  • Public sector bodies (Article 5f(1)). Where a Member State requires electronic identification and authentication to access an online public service, it must also accept wallets. The Regulation sets no separate date. In practice this works once wallets are available.
  • Very large online platforms (Article 5f(3)). Where they require user authentication, they must accept and facilitate wallets on the user’s voluntary request, for the minimum data necessary. No separate date is set.
  • Registration (Article 5b). You register before relying on wallets. National registers have to exist from 24 December 2026.
  • Review. The Commission assesses demand and availability of wallets within 24 months of their deployment (Article 5f(5)).

Member States can set national transitional dates for their own registers. For example, Finland’s Act 810/2026 sets a transitional deadline of 24 December 2026 for its register (see National registers).

  • Which acts start the clock. We use 24 December 2024, when the implementing acts under Articles 5a(23) and 5c(6) entered into force. The amending acts of 2026 (2026/1730 and 2026/1731) did not restate the deadlines. We do not read them as restarting the clock, but the Regulation does not say this expressly.
  • Wallets “available” vs “used”. Article 5a(1) obliges Member States to provide a wallet. It does not oblige relying parties to go live on that date unless another duty applies.
  • Enforcement of Article 5f(2) is national. Penalties depend on national law.
